Well, the song "Silver Bells" talks about the busy city sidewalks that are decorated for Christmas and how you hear silver bells on every street corner. ("It's Christmas time in the city...") My suggestion would be to recreate a city sidewalk or even a city skyline if you are ambitious and decorate it so that it's "dressed in holiday style" like the song says.
I am looking for a Christmas float idea. It is for our GA's and RA's at church. The theam is Silver Bells.
Spray paint some plastic bellflowers silver and make a winter garden wonderland float.
